I just got an I Phone can I phone any other I phone no charge and does face time cost me?

Calling another iPhone user from your iPhone isn't free. As for FaceTime, it only works over a Wi-Fi connection. If you want to make video calls over 3G, you can find a lot of apps that provide the feature .
