Why is the LG 6070’s volume ringer still sound so quietly even if it’s set to the highest?

Hi,

On my 6070, the ringer is set to high + Vibration, It rings very quietly and only sometimes rings loud. The phone has not been dropped or anything like that. It used to work for a couple days when I first bought it 4 weeks ago. Any ideas? Or should I exchange it? And if I do, do I have to pay fees to switch on to the new phone?
