Why won't my SaskTel phone allow calls while in Arizona?

have sasktel anywhere in North America plan that worked 2days ago in Mesqite Nevada
Now in Arisona it will not allow calls.
Repair phone shop says phone OK & problem is with carrier
Can you please help?
