Will I still be charged if I received a call while overseas?

Hi.

So I have a phone that is running on a rogers plan and I am currently over seas. I don't have roam like home (10$ a day) but both my parents do. I turned off airplane mode and rogers sent me a text message saying that I can enjoy roam like home but I did not receive this plan and do not want it. Currently I got a call from a friend from back home and I did not answer will I still be charged if I received a call?

Yep. There is no doubt about that.

If you are not physically within your incoming local calling area when you receive a call, long distance charges will apply. The physical location of the person calling you is not important. source
