How to fix issue after hard reset with ZTE Reef?

I did a hard reset to my zte reef phone and am trying to go through the setup, when I put my gmail login info in and press the right arrow I get the message "Can't establish a reliable connection to the server. This could be a temporary problem or your Android device may not be provisioned for data services. If it continues, call Customer Care." Before I did the reset other than accessing Google Play I had no problem with any kind of data services on the phone. I got this phone through QLinkWireless for free so I have no way to contact the customer care that is mentioned in the message. I can't right now afford a now phone so I would like to get this one working again if I can. If anyone has a suggestion of what I should do to get the phone working again I would appreciate if you could let me know what it is. Thank you




Try to go to a place with open Wi-Fi network, I'm thinking you just need a stable internet connection. Can't you skip the process?
