Is the Wi-Fi light supposed to be on when I'm on data on the Ellipsis 7?

Is the wi-fi light supposed to come on when you are on wireless? I am on wireless but the symbol doesn't come on.

It should come up on the notification bar even if you aren't connected yet as long as it detects a Wi-Fi network.
