Go to Settings > Sounds > Ringtones/Notifications. That is where you set your phone's ringtones and notifications.

As for downloading ringtones, I would recommend zedge.net. That's where I personally get my ringtones and wallpapers. You can either download them directly from your phone or download them on your computer and just transfer them to your phone.
