Does the power have to be on when charging the Doro PhoneEasy 620?

Doro PhoneEasy 620 cell phone. Does the power have to be on to charge it? Is the beeping sound normal. It beeps for several seconds, stops, then starts again. The red and green lights also blink.

It's ok to charge your phone whether it's turned on or off. But having it turned off while charging can make the process faster.
