$35 Smartphone LTE Data Plan: According to this, I get 2GB data for $42.21 and NOTHING ELSE? NO VOICE MINUTES, NO MESSAGING?

There are a number of free apps you can use to make free voice and text calls with a data plan. Check google play store
No, it does not.. You need to get a voice plan to make calls and send text messages. Please note that the $35 Smartphone LTE Data plan is a business data plan and cannot be used with a personal plan.
