Can I bring my Motorola Razr from Rogers to Wind Mobile?

I own this phone , my service with rogers is pay as you go for the last year

Giving a quick peak at Rogers website I assume you are talking about Motorola Razr HD LTE (XT910 - XT925), sadly it wouldn't as the phone is non UMTS (AWS) /HSDPA 1700 compatible.

Here are the specs for Razr HD LTE http://www.gsmarena.com/motorola_razr_hd_xt925-4970.php

If you take a look at 3G Networks you will notice that there is no 1700 Mhz frequency for the HSDPA.

So ones again, the phone is non-Wind/Mobilicity compatible.
