Rogers awful about stolen i-phone

I have an I-phone or should I say "had".
It was stolen yesterday from my work.
I still have a year and a half on my existing plan for it,
and thought wrongly that as a good customer I could just pay a fee and move my contract to a new i-phone or get a new contract for a new phone and just add my old one. Or pay a fee or something.
But no. They said I had to pay $700 for a new phone and then pay to move my contract to that phone. Period. Of remain phoneless but kindly keep paying monthly. I said I don't have $700 isn't there something we can do? They said go buy a used phone on ebay or similar and pay to move your existing contract over. My thought is won't that be creating a market for people to unload stolen i-phones? I by the way love the phone. I live in the country where conventional internet is not an option and the i-phone has worked beautifully. So I guess thats what I have to do buy someone elses stolen phone to continue with my contract.
My questions are, is there any other phone company that can give contracts for the i-phone, even used?
I love mac and all the apple products I have so I am suprised
they would pair up with rogers, who clearly customer service is not a priority for. I also have the internet stick for my mac at home thru rogers and they have been useless in helping me getting it working on the mac. Although they once again have happily kept the billing rolling. There is I believe, a warm spot in hell just for them.
