Why can I receive calls but not make calls on my LG Optimus Showtime?

I have shut down my phone and restarted it, taken the battery out and put back in, and still I cannot make calls, but I do receive calls, I send and receive texts, and e-mails.

Maybe you ran out of minutes. Or check Settings > Call Settings > Other Settings > make sure Fixed Dialing Numbers is disabled.
