Well as the author of this question I am now able to answer it, as I just had the above phone registered & activated yesterday by a Jump.ca store on the East side of Regina.
It did require a Sim card & is capable of taking a 2nd Sim card if your needs require.
I also added a Micro SD card I had kicking around albeit only a 2GB (it will accept a larger data one) Question is now closed with a 'YES' answer
