Will MTS still charge roaming fees even if I'm not using the phone?
If i,m in houston tx do i get charged for roaming if i am not dailing out?

You will not be charged as long as you're not using your phone. I suggest minimizing sent messages, calls, and usage of mobile data. Use Wi-Fi connections as much as possible.
