Can I make a call to Pakistan with my $25 Chatr plan?
I have a 25$ plan for all of Canada and I wanted to know if I can make an international call on it to Pakistan?

Its all depend on your balance, no matter which plan you have, you need to add more fund in your balance on top of your monthly fee payment. So with the 25$ plan it will cost you $0.09/min to land line phone numbers or $0.10/min to mobile phone numbers. For example: If your balance is 5$, so you have 5$ extra money to use for any other pay per use charges.
