Can anyone with a Bell account use a PC Mobile top-up card?

I bought a PC Mobile Top Up Card by mistake I don't have a PC Mobile account. They won't credit me or exchange it.  Can anyone with a bell account use this card?

Hi Judy. Unfortunately, you can't use a PC Mobile top-up card with a Bell phone. Just sell or give it to someone you know who has a PC Mobile phone.
