Alcatel one touch Pixi 3 4.4.

No one can leave a message on my phone as it does not switch to a voice mail.
Cannot find where setting is to turn on voicemail service.
Would like to record my own message as well, is this possible? And can it be made to switch on after 6 rings etc? Many thanks
